Three Philadelphia Residents Charged with Conspiring to Steal Debit and Credit Card Numbers
United States Attorney Michael L. Levy today announced the filing of an indictment against
Abdul Cunningham, a/k/a “James Walker,” a/k/a “Duley,” Jacqueline V. Young, and Tommy
Nguyen, charging that from January 2008 to May 2009, they conspired to steal people’s credit and
debit card numbers and then used them to buy merchandise, gift cards, and other things of value.
The indictment charges that, together, these defendants stole between 200 and 500 credit card
numbers from customers of the restaurants where Young and Nguyen worked; Cunningham used
equipment to encode the stolen numbers onto other credit, debit, and white plastic cards in the
defendants’ possession; and the defendants then shopped at retail stores and restaurants in
Philadelphia and elsewhere.

If convicted, the defendants face a maximum possible sentence of five years' imprisonment
on the conspiracy count charged in Count One, 10 years on the access device counts charged in
Counts Two through Four, 15 years on the access device fraud count charged in Count Five, and
a two-year mandatory minimum sentence on each count of aggravated identity theft charged in
Counts Six through Forty.
The case was investigated by the United States Secret Service, the Federal Bureau of
Investigation, the Cheltenham Township Police Department, the Delaware County Criminal
Investigative Division, and the Ridley Township Police Department, and is being prosecuted by
Assistant United States Attorney Nancy E. Potts.
